Regarding: Combating SIM Theft.
I can’t believe that this hasn’t been done already (phone accounts get hi-jacked). Setting up a pass phrase, so that if I ever need a new SIM, I have to give the pass phrase before I can activate said SIM.

Sounds like a gd idea to be honest probably do it as a online thing where it has to be able to see u talking like video face verificaton

What's that got to do with the idea you have posted on? BTW, as the law stands, under 18's can't have a contract as no company is allowed to give credit to a minor.
