when sending messages even if the goody bag said unlimited text data is still needed for example, on an iPhone message to one iPhone to another requires internet, therefore, I believe all text sent by the user should not be needing data to send the (text)

This is unlikely to be doable. It is possible that GG could add the iMessage servers to their "always on" whitelist, but as it's a channel multimedia can be sent over it's open to abuse.

It also opens up other questions: Do you also allow WhatsApp? What about Telegram? Facebook messenger? Snapchat?
