New EU rates pricing confusion

With the change in EU roaming rates, giffgaff have updated their prices BUT confusingly then have decided to give a roaming price "With a Plan" and a price for "Without a Plan". What is a Plan?

Why did giffgaff not just say "With a Goodybag" or "Without a Goodybag", as this is the terminology we are used to on giffgaff.

My suggestion is that giffgaff amend the website to change the word "Plan" to "Goodybag".

Please see my screenshots of the change I propose. It could be far less confusing.

although quite obviously past its day and no longer relevant, if some politicians have their way we could be revisiting this sort of upheaval.
